- education - engineers, policy makers, business
- outreach - create new awareness of Internet
- policy - drive llu and spectrum allocation, respond to other policies
- skills - seek appropriate skills and work with training / educators to ensure supply
- youth - outreach programme to get policy awareness (for those that know Internet)
